Joint programming

Based on the ERA Green Paper recommendation to optimise research programmes and priorities, the European Commission suggested a new initiative in 2008: joint programming. The term refers to enhanced cooperation in research between member states in order to make better use of R&D funds, cooperation which is bottom-up, combined with strategic guidance on the European level. Cooperation is to take place in defining, developing and implementing common strategic research agendas, with a view to addressing major societal challenges.

The Dutch research universities welcome the joint programming initiative as a means of enhancing cross-border cooperation in research. However, in a position paper (in Dutch), the VSNU has also identified to three points of concern. First, the emphasis on joint programming must not slow down the expansion of the European research budget. It cannot be a substitute for increased funding. Second, joint programming should be directed at basic research. Third, joint programming has so far taken place on the governmental level and needs to increase the participation of universities and other research organisations.
